Toy soldiers, perhaps naturally enough tend to be a bit nationalistic, if not outright jingoist. Though usually they hover around merely patriotic. This means most countries emphasise toys representing  own forces or their obvious rivals. With the switch to single color molded plastic (and the drab single color uniforms) of the post wwii era it became harder to distinguis forces of one nation from another...so marketing to patriotic sentiment in the post war era was usually accomplished by including a flag.
