These semi-flats are French in subject, from the sculpt style French or maybe Belgian in make; check out the decorative scalloped bases!  but I've never seen these figures before; the paint  is pristine, so well cared for if indeed they are prewar; the sculpt and pose style suggests the 1910 era...  other than that I don't know anything.
